"W. H. Marsh, Colonial Secretary of Hongkong, in which he applies for the vacant post of Governor of Newfoundland.

Mr. Marsh has been in the Colonial Service for the long period of thirty-five years, and has on four occasions administered the Government --- during the absence of the Governor, to the satisfaction alike of the Secretary of State and of the Colonists. He is a gentleman of good abilities and great experience, and --- which is a still rarer qualification --- of excellent common sense. It should be further mentioned that he understands well financial affairs. I am confident that, if promoted to a permanent Government, as the crown of his long and honourable career in the public service, Mr. Marsh would continue to give general satisfaction.
